Apple ordered to pay retail workers for security screening time

Either the Ninth Circuit overstepped their jurisdiction when they ruled[0] on whether Apple violated “California Industrial Welfare Commission Wage Order No. 7”,[1] or they actually do have jurisdiction.My knowledge of the courts is that they are pretty strict about jurisdiction, so I’m led to believe that they actually do have it.
Also, they mention that they do:[2]
